Led by Noha Mahmoud from Teagasc in Dublin, the research offers a rare glimpse into how regional differences shape—and sometimes stall—the transition from fossil fuels to renewable biomass across industries, with clear implications for energy, agriculture, and manufacturing.

The findings suggest that success in the bioeconomy isn’t just about having the right resources—it’s about how regions organize themselves to turn those resources into value. Bavaria, with its strong industrial base and established innovation networks, serves as a model of institutionalized coordination. “In Bavaria, formal governance isn’t just a formality—it’s the engine,” says Mahmoud. “Clusters and intermediaries don’t just connect actors; they actively steer resources toward high-potential bio-based value chains.” This structured approach has helped Bavaria attract investment in bioplastics, biofuels, and even advanced materials, turning agricultural residues into high-value products.

By contrast, the Southern Region of Ireland—where agriculture dominates the landscape—is still finding its footing. With less formalized coordination, the region relies on flexible, adaptive partnerships that bring farmers, researchers, and startups together in real time. “Emerging regions like Southern Ireland can’t wait for perfect policy frameworks,” explains Mahmoud. “They need platforms that allow ideas to flow quickly from lab to field to market.” This agility is already paying off: pilot projects in anaerobic digestion and algae-based fertilizers are scaling up, supported by EU and national grants designed to bridge the innovation gap.

Then there’s Central Macedonia in Greece, a region rich in biomass but constrained by fragmented governance and limited institutional capacity. Here, the study highlights how informal networks—what the researchers call “assemblage-like dynamics”—fill critical gaps. Local cooperatives, informal knowledge exchanges, and grassroots initiatives are keeping the bioeconomy alive despite weak top-down structures. “In Central Macedonia, the bioeconomy isn’t built on policy alone—it’s built on trust,” notes Mahmoud. “Farmers share feedstock data over WhatsApp groups; processors collaborate on waste heat recovery without a formal agreement.” These organic connections may lack the polish of institutional clusters, but they’re resilient—and increasingly visible to policymakers.

What makes this research particularly timely is its focus on transferable practices. The study identifies three levers that could accelerate bioeconomy growth across regions: collaborative platforms that connect diverse actors, targeted public and private investment in biomass infrastructure, and capacity-building programs tailored to local needs. “The message isn’t ‘copy Bavaria’ or ‘copy Ireland,’” emphasizes Mahmoud. “It’s ‘adapt what works to your context.’ A centralized governance model won’t thrive in a region with weak institutions, but a decentralized one might.”

For the energy sector, the implications are clear. As Europe races to decarbonize, bio-based alternatives to oil and gas are no longer a niche experiment—they’re a strategic imperative. Regions that can efficiently mobilize biomass, coordinate stakeholders, and de-risk investment will gain a competitive edge in the green economy. Bavaria’s success in biofuels, Ireland’s progress in biomethane, and Greece’s grassroots innovations all point to a future where regional bioeconomies don’t just complement national strategies—they define them.

As the EU pushes for greater regional cohesion in its Green Deal, this research serves as a reality check—and a roadmap. It shows that while natural endowments matter, the real differentiator is governance: how regions assemble their people, policies, and partnerships to turn biomass into business.
