Ethiopia’s Hydropower Paradox: Energy Ambition vs. Hydrological Reality

Ethiopia stands at a crossroads of energy ambition and hydrological reality, where the untapped roar of its rivers could either power a nation or spark regional friction. A new review in *Discover Sustainability*, led by Muse Wldmchel Shomre of Wachemo University’s Department of Hydraulic and Water Resources Engineering, unpacks the country’s hydropower paradox: a potential of over 45,000 MW—one of Africa’s largest untapped reserves—lies largely dormant, harnessed at less than 12%. The stakes are high, not just for Ethiopia but for the Horn of Africa’s energy future.

Shomre and the research team argue that while Ethiopia’s rivers—particularly the Abay (Blue Nile), Tekeze, Baro-Akobo, and Omo-Gibe—hold immense promise for economic transformation, their benefits are unevenly distributed. “Around 80–90% of the country’s water resources are found in basins where only 30–40% of the population lives,” Shomre notes. “This spatial mismatch creates both opportunity and tension—how do we ensure that energy flows reach those who need it most, while protecting ecosystems and livelihoods?”

The flagship projects tell a story of ambition. The Grand Ethiopian Renaissance Dam (GERD) and the Gibe cascade have thrust Ethiopia into the role of a potential regional energy exporter, offering not just electricity but economic leverage. Yet the path forward is strewn with challenges: climate variability that disrupts river flows, transboundary water politics that complicate dam operations, and infrastructure gaps that stall rural electrification. “We cannot build energy security on fragile foundations,” Shomre warns. “Climate resilience must be embedded in every turbine and dam.”

The study proposes a multi-pronged strategy: diversifying into solar and wind to complement hydropower, adopting Integrated Water Resources Management (IWRM) to balance competing demands, and strengthening public-private partnerships to accelerate deployment. Regional cooperation, especially with downstream neighbors like Sudan and Egypt, emerges as a linchpin—not just for diplomacy, but for optimizing dam outputs and minimizing disputes.

For the energy sector, the implications are clear. Ethiopia’s hydropower future isn’t just about megawatts—it’s about markets. By leveraging its river systems strategically, the country could become a net exporter of clean energy, unlocking foreign investment and industrial growth. But without robust governance and environmental safeguards, the risks of stranded assets and social conflict rise sharply.

As Shomre’s team concludes in their synthesis, the next phase of Ethiopia’s hydropower story will be written not in concrete alone, but in policy, partnership, and prudence.
