Iran’s Water Wisdom: Policy and Belief Shape Fars Farmers’ Future

In the arid plains of Fars Province, Iran, where the Dariun Plain faces severe water scarcity, a new study by Hoda Fouladi, an agricultural economist at Shiraz University, sheds light on the critical factors shaping farmers’ water-saving behaviors. Her research, published in *Environmental and Sustainability Indicators* (formerly known as *Sharif-e-Zamime Mohit*), reveals that political interventions and personal beliefs are the most influential drivers of water conservation—accounting for over 40% of the behavioral variance.

Fouladi’s study employed the Value-Belief-Norm (VBN) theory, a framework often used to understand pro-environmental actions, and applied it through covariance-based structural equation modeling (CB-SEM) to analyze data from 140 farmers. The findings suggest that while awareness of water-saving techniques and a sense of responsibility play roles, government policies and individual convictions are the dominant forces at play.

One striking discovery was the counterintuitive effect of political interventions. When Fouladi simulated increased policy enforcement—such as stricter regulations or incentives—farmers’ water-saving behavior actually declined. “The total effect suggests that heavier-handed interventions may backfire,” Fouladi explains. “Farmers might perceive stricter policies as punitive rather than supportive, reducing their willingness to cooperate.”

The study also highlights the importance of smart irrigation technologies. Farmers with access to smart meters and modern irrigation systems (like drip or sprinkler setups) showed greater water efficiency. This presents a commercial opportunity for agribusinesses and energy firms: investing in water-saving infrastructure could align with both environmental goals and long-term profitability.

For policymakers, the takeaway is clear—regulatory measures must be carefully designed to avoid unintended consequences. Meanwhile, for businesses in the water and energy sectors, this research underscores the value of integrating behavioral insights into technology adoption strategies.
